Madison Equal Opportunities Commission (MEOC) Free technical assistance

The City of Madison Equal Opportunities Commission (MEOC) provides FREE technical assistance to employers and employees on issues pertaining to employment practices and minimum wage. The MEOC is an educational and enforcement agency for the City of Madison; as such, it does not represent the interest of employers or employees but seeks to further equal rights for all. We do not provide legal advice.

The City's ordinances, Madison General Ordinances (MGO) 3.23, The Equal Opportunities Ordinance, and 3.45, The Minimum Wage Ordinance, mirror federal laws and state statutes addressing discrimination in employment and wages. In some areas, the City's ordinances are more restrictive and provide more protection or benefits than federal and state laws.

MGO 3.23 reflects statutes such as the Civil Rights Act; the Age Discrimination in Employment Act (ADEA); the Americans with Disabilities Act (ADA) and the Wisconsin Fair Employment Act (§ 111.31). It provides protection for 20 different classes (more than the state and federal government).

MGO 3.45 reflects relevant portions of Wisconsin Statute §104, The Minimum Wage Law, and its defining regulations. Among other things, it increases the City's minimum wage above the federal and state level.
